When I raise the volume on my receiver the displayed numbers go down is that normal?

The dB is not a SPL (sound pressure level), it is a technical term called Headroom, basically it is the amount of sound that is available. For example, at -99dB you are only listening to one percent of the sound. At -30dB you are listening to seventy percent of the sound. Therefore, the numbers on your display are negative numbers going up to 0dB.  Yes, this is normal.
